2022 Project on Maintaining the Functional Groups of the Environmental Enforcement Management System and Decision-making Support

The primary outcomes achieved by this project in 2022 are as follows: 1.Maintain the operation of the Environmental Enforcement Management System (EEMS) functional groups In response to users’ feedback and questions regarding operation process modification, this project completed demand tasks and system function corrections to maintain the system that allowed the process to run smoothly. 2. Adjust the functions of EEMS functional groups In 2022, this project completed the system functions included: the import module for canceling reservation data, the import module of the fixed-source petrochemical industry equipment component testing results, the reporting module for the industrial waste inspection project, the basic information module of the general user maintenance account, the basic information module of the system administrator batch modification account, and establishing the module of national investigation capacity inventory. 3. Optimize the mechanism of performance item data patching To complete the setting of the performance item data patching mechanism, for cases lacking inspection data, cases not entering the completion date of improvement, and cases lacking the result of appeal adjudication, users could conduct batch registration of follow-up processing results to reduce the proportion of pending cases and improve the completion of pending cases in each unit. 4. Establish a foundation for informatizing investigation and punishment data in response to digital governance The current EEMS system provides operational flow services and a data framework based on environmental protection laws and administrative regulations. This project completed the deconstruction and investigation of non-structured audit violation fact fields and extracted potentially hidden information from audit cases as the basis for developing digital governance. Through multi-dimensional visual diagrams, data were converted into information to assist each unit in intuitive data interpretation. The GIS was used as an auxiliary tool for future inspection operations to conduct feasibility studies and provide inspectors with geospatial information-related functions. 5. Counsel and opinion exchange This year, this project organized one system administrator meeting to manage the case process and status follow-up based on the conclusions drawn after the opinion exchange. This project also assisted Chiayi County, Taitung County, and the Toxic and Chemical Substances Bureau to complete a total of three training courses on system operation to improve operational efficiency and correctness. In addition to executing tasks under contract, this project team, in the spirit of constantly improving our service quality, has endeavored to meet the requirements of all work plans so that both users and administrators may enjoy the convenience of this system.
